March 2004In March 2004, the Carisbrook Working Party was established to investigate options for the upgrade or redevelopment of Carisbrook. Members of this group included individuals from Dunedin City Council, Otago Regional Council, the Otago Rugby Football Union and others from the private sector and community groups. April 2004April 2004, saw the Otago Rugby Football Union present their Strategic Plan 2004–2006 to the Carisbrook Working Party. December 2004In December 2004, MWH presented a draft plan on Carisbrook with the recommendation to upgrade. March 2005In March 2005, Beca was engaged by the Carisbrook Working Party who then drew up a $50m upgrade scheme. However, due to a number of issues, Beca drew up a second scheme which effectively reduced the scope of the first. November 2005One of the outcomes of the work carried out during this period was a recommendation that an independent trust be established to manage the project and take ownership of Carisbrook. By November 2005, the Carisbrook Working Party ceased and in due course Malcolm Farry was approached to establish a Trust to take over the project. August 2006The Carisbrook Stadium Trust was formed in August 2006 and currently is made up of six Trustees who each passionately believe that this development will bring huge benefits to the whole of the southern region of New Zealand. The Trust was originally given a mandate to investigate two scenarios for which a number of options were developed under each. Those were the re-development of the existing Carisbrook Stadium and the construction of a new multi-purpose stadium. This latter option came about due to a critical space requirement by the University and the synergies that could come from building both facilities together. October 2006By October 2006, a Preliminary Feasibility report had highlighted to the Carisbrook Stadium Trust that the new multi-purpose stadium option was feasible and warranted further, more detailed investigation. In February 2007, the Trust produced a Masterplan & Feasibility Report. This report investigated four redevelopment options at Carisbrook and two options for a new stadium. Following a presentation to the Dunedin City Council, they voted to progress with the preferred multi-purpose stadium option in association with the University of Otago. June 2007By June 2007,the Dunedin City Council, in conjunction with the Otago Regional Council, had undertaken a public consultation process for partially funding the development. The Dunedin City Council once again took a vote and decided to provide the required funding to progress the project to concept stage, de-risk a number of key issues and further assess the viability of the project. July 2007–December 2007In July 2007, the Trust were therefore able, along with its team of consultants, to begin the design stages of the multi-purpose stadium. At the end of October 2007 the first draft of the concept design was reported to the Trust and following debate and discussion was finalised at the end of November 2007, enabling the Concept and Viability reports to be presented to the stakeholders in December 2007. |
